Even Wisconsin Is a Border State

A small town in northern Wisconsin grapples with a flood of migrants from the southern border.

What’s happening: Whitewater, Wisconsin — population 15,000 — became the center of national attention after its police force sent a letter to the White House requesting help in dealing with nearly 1,000 new migrant arrivals.
