A network of activist groups known as "ICE Watch" has emerged as a major obstacle to federal immigration enforcement operations, particularly in sanctuary cities like Minneapolis. These loosely organized collectives use encrypted messaging apps to track Immigration and Customs Enforcement (ICE) agents in real time, mobilizing volunteers to disrupt arrests and document operations.

The groups gained national attention after it was revealed that Renee Good, fatally shot by ICE after she drove her car into an agent, was an ICE Watch member.
