In 1975, the Supreme Court ruled that individuals cannot be institutionalized against their will if they are not “posing a danger to self or others and is capable of living without state supervision.”
This, plus a series of federal government decisions in the 1980s, led to a mass deinstitutionalization in American society. Mentally unwell individuals went to the only place they could: America’s streets.
